I'm looking to create a subscription based service that will allow subscribers to pay $XX a month to have access to certain audio and video files via streaming. Is there an "out of the box" software that will do this? Any ideas? Thanks.

You can check out Locked Area - a user management, password protection and membership management system written in Perl.It's Locked Area Lite version is free for you to use but doesn't allow Paypal subscription. The Pro version does.If your user base isn't going to be that huge, you can also try out open source CMS such as Wordpress, Drupal or Joomla where the user management module is already in.
